Roberto’s Bio

Roberto Maldonado was appointed Alderman of the 26th Ward in July 2009, after serving as Commissioner of the 8th district for 15 years.

Roberto has always believed that government exists to help poor, working class and middle class families who face discrimination and lack a voice in government and politics. His legislative agenda reflected this belief.

In 1994, Roberto became the fourth Latino elected to the Cook County Board of Commissioners since its inception in 1831.  During his term he was appointed to the Board of Directors of the National Association of County Officials (“NACO”). Roberto also served as past-President of the NACO affiliate, the National Association of County Aging Programs, advocating for federal and county senior health issues.

At 27, Roberto Maldonado arrived in Chicago to pursue his doctorate at Loyola University, after graduating from the prestigious University of Puerto Rico with a master’s degree in clinical psychology.  While pursuing his studies, he also worked full-time as a psychologist in the Chicago Public Schools.

Before pursuing elected office, Roberto opened People’s Choice Mortgage Corporation, the first Hispanic owned mortgage-banking firm in the Midwest, giving people from all walks of life the opportunity of home ownership. He currently serves as the firm’s President.

Roberto’s political journey began in the early 1980’s during an historical turning point in politics—the election of Chicago’s first African-American Mayor, Harold Washington. His service in Washington’s administration and, later, his position as campaign manager for, then-Alderman, and future Congressman, Luis Gutierrez fueled Roberto’s passion for politics.

Economic Development, Capital & Technology Development, Education & Child Development, Energy, Environmental Protection & Public Utilities and Human Relations.

Maldonado: “Time to level the playing field”

For consumers who buy or sell a home in Illinois, there is no way around it:  they will pay taxes to transfer the title of a home from seller to buyer.

But for banks, the situation is different. Banks and other mortgagees or secured creditors that foreclose on a home don’t pay a tax connected to the transfer of the title in question.

But a new resolution from Ald. Roberto Maldonado will give voters a chance to end this tax break by placing a referendum on the ballot to make banks pay for transfer taxes on foreclosures.

Maldonado championed the referendum resolution to pressure banks to negotiate more “loan modifications for homeowners,” instead of jumping to, what he called the “worst possible outcome” for homeowners and the city: foreclosure.

“Consumers who buy or sell a home in Illinois have no choice but to pay taxes to transfer the title…from seller to buyer,” Maldonado said. “But banks and other mortgagees … that foreclose on those same homes, whose loans are now in default, acquire title free and clear of any tax consequence.”

Noting that Chicago was hit with 5,000 more foreclosure filings during the first quarter, Maldonado said, “It is our job as legislators to bring fairness and equity to the law and to the people it is supposed to protect: homeowners in Chicago who have been victimized by unregulated behavior and a Wild West mentality.”

The transfer tax amounts to $3.57 for every $500 of the purchase price. An additional $1.50 per $500 goes to the CTA.

The referendum will appear on the ballot either in the Nov. 2nd mid-term elections or in the Feb. 22, 2011 municipal elections.
